This monograph is arranged and classified the results of author`s researches of a problem of formation and development of innovative economy in Russia. In this book regularities of formation, feature of methodology and logic of development of national innovative system are analyzed, the main problems are limiting use of the existing innovative potential are allocated. The leading role of innovations as a basis of sustainable social and economic development of our country on the near-term outlook is proved.
